The series of Civil Defence handbooks and pampblets is produced under the authority of the Home Secretary by the Civil Defence Department of the Home Office with the assistance of and in c0- operation with the Secretary of State for Scotland and other Ministers concerned. Measures for safeguarding the civil population against the effects of war which these publications describe, have become an essential part of the defensive organisation of this country. The need for them is not related to any belief that war is imminent. It is just as necessary that preparations for Civil Defence should be made in time of peace as it ia that preparations should be made for the Armed Forces
